Friends of the Earth Europe (FoEE) is seeking a

European research Institute experienced in developing emission reduction scenarios for the EU.

The Institute should also be familiar with the concept of historical responsibility such as developed by the Greenhouse Development rights Framework.

FoEE campaigns for sustainable and just societies and for the protection of the environment. It unites more than 30 national organisations with thousands of local groups and is part of the world's largest grassroots environmental network, Friends of the Earth International.

Terms of reference

Objective
The objective of this project is to prepare a scenario for the EU 27 demonstrating that deep domestic emission cuts are feasible. The scale of cuts should not only be achieved through a massive deployment of energy conservation, efficiency and renewable measures, but the scenario should also lay down basic assumptions on how to reduce demand for energy.

In addition, the scenario should quantify the EU's historical responsibility along the lines of the Greenhouse Development Rights (GDR) framework and define the financial support that needs to be given to developing countries for adaption and mitigation to climate change.

Output
The overall report will result in 1 scenario (40-50 pages) written in English, including an executive
summary, conclusions and recommendations.

Timeline
The project will start as soon as possible, still this year after the signature of a contract. An end
product needs to be available early 2009.
